Larrimore, Deputy Clerk 16 Francis Street, Annapolis 21404 Telephone: 267-8669 The creation of the Court of Special Appeals was authorized by an amendment to the Constitution proposed by Article 10, Acts of 1966 which was ratified on November 8, 1966. The implementing legisla- tion creating the Court was provided by Chapter 12, Acts of 196( (Const. 1867, Art. IV, sec. 14A; Code 1957, 1966 Repl. Vol., Art. 26 sees. 130-131). The Court is composed of five judges. One judge is to be elected from each of the five special appellate judicial circuits. The terms of the Judges are for fifteen years. The Governor designates the Chief Judge. The Court hears criminal appeals (except where a sentence of death is imposed) from the decisions of the Circuit Courts for the counties and the Criminal Court of Baltimore. The Court also considers appli- cations for leave to appeal under the Post Conviction Procedure Act (Code 1957, 1967 Repl. Vol., Art. 27, sec. 645A), and the Defective Delinquent Act (Code 1957, 1967 Repl. Vol., Art. 31B, sec. II). The term of the Court begins on the second Monday in September in each year. The Clerk of the Special Court of Appeals is appointed by the Court. He maintains the docket, receives the records and briefs of all appeals filed with the Court and maintains official custody of the decisions of the Court.
