260 MARYLAND MANUAL A HISTORY OF THE SPECIAL SESSION OF THE GENERAL ASSEMBLY OF 1965 The General Assembly was called into special session on October II, 1965, for the purpose of reapportioning the General Assembly. The Legislature was under court order to reapportion the Senate. The special session continued for nine actual working days, and it adjourned on October 21, 1965. About a dozen bills were introduced on the subject of reapportionment, but only two were enacted. These were Senate Bill 5 and Senate Bill 8. Senate Bill 5, which became Chapter 2 of the Acts of the Special Session of 1965, provided for a 43-member Senate. In a number of instances, some counties are combined in order to make senatorial districts. Senate Bill 8, which became Chapter 3 of the Acts of the Special Session of 1965, provided for a 53-member Senate with each county having at least one Senator. Chapter 3 of the Acts of the Special Session also contained a provision that if it is ruled valid by the Courts, Chapter 2 will not take effect. On the other hand, if Chapter 3 is ruled invalid, Chapter 2 is then to become effective. CHAIRMEN OF STANDING COMMITTEES, REGULAR SESSION, 1965 SENATE Rules: William S.
