116 MARYLAND MANUAL State. These counties are Cecil, Kent, Talbot, Calvert, Charles and St. Mary's. The Attorney General of the State is the legal advisor to the Com- mission. A separate legal division within the State Roads Commission is under the supervision of a Special Assistant Attorney General. The Comptroller of the Commission is in charge of its finances and account- ing, and controls in finances and accounting. The Finance and Accounting Division is charged with the keeping of all financial records for the Commission and with the preparation of financial and statistical reports and statements pertaining to rev- enues, bond proceeds, and all expenditures of the Commission. The State is divided into seven engineering Districts for operational pur- poses, each under the direct supervision of a District Engineer. District Engineers District No. I, Salisbury: C. Mohler, Telephone: 662-1171 (Carroll, Frederick and Howard counties) For operational purposes, Right-of-Way Districts have been estab- lished coincident with each Engineering District. Major operating divisions of the Commission are: Administration Planning and Programming Engineering Right-Of-Way The Administration Division is responsible for the overall admin- istrative functions of the Commission. Accordingly, it is responsible for the development and application of management plans and admin- istrative procedures; personnel administration; the maintenance of communications; office, reproduction and data processing services; public information services; and the preparation of engineering agreements. The Planning and Programming Division is responsible for long range highway planning, urban transportation planning and liaison with local planning agencies. It is further responsible for program development within available finances and for the scheduling and monitoring control of such programs. Guidance and assistance is pro- vided to local governments respecting utilization of federal and state aid. The Engineering Division is responsible for supervision of all survey, engineering design, construction, maintenance and traffic activities of the Commission. The Right-of-Way Division acquires the rights of way necessary for the highway program, manages the rental and leasing of real estate owned by the Commission during the interim between property |
