(Washington County) 21741 Telephone: 733-2800
The Maryland Correctional Institution—Hagerstown, originally
established as the Maryland Institution for Males, is a medium security
institution activated by Chapter 519, Acts of 1945, replacing the Mary-
land State Penal Farm established by Chapter 366, Acts of 1931, at
the same location. Between 1962 and 1964, it was known as the Mary-
land Institution for Men. It adopted its present name on June 1, 1964.
The Courts commit male offenders from 16 through 25 years of age
to this institution to serve indeterminate sentences which have maxi-
mum limits. Although this institution is primarily for youthful
offenders, it receives prisoners from the Maryland Penitentiary and
Maryland House of Correction, regardless of age, when their transfer
is authorized by the Commissioner of Correction; and the Commis-
sioner may direct the transfer of inmates from this institution to
either the Penitentiary or House of Correction when their behavior or
other circumstances indicate this action would be advisable.
The institution operates a Pre-Release Center to provide guidance
to the youth in returning to the community. This facility has a rated
capacity of fifty beds and is located away from the immediate area
of the institution proper.
Situated on 1,119 acres of farm land, the Correctional Institution—
Hagerstown conducts farming and dairying operations, with both of
these projects providing supplies for this and other State institutions.
The State Use Industries activities include a cannery; brush and car-
ton shop; bookbindery; stone crushing plant; metalworking depart-
ment; feed mixing mill; and a poultry and turkey raising project.
The average population for fiscal year 1964 was 1,178.
