The State Apprenticeship Council, established by Chapter 134, Acts
of 1962, is composed of five regular and two ex officio members. The
five regular members, appointed by the Governor for terms of three
years, consist of two representatives of employee organizations, two
representatives of management organizations, and one representative
of the Maryland State Training Directors. The ex officio members are
the Director of Vocational Education of the Maryland State Depart-
ment of Education, who acts as the Director of the Council, and the
State Supervisor of the Bureau of Apprenticeship of the United States
Department of Labor, who acts as the Secretary of the Council. The
Council is administratively supported by the State Department of
Education.

The Council establishes a list of apprenticeable trades or occupa-
tions. It also encourages the establishment of local apprenticeship
committees where such committees are needed and approves their
duties. It formulates policies for the overall apprenticeship program,
and registers the standards of apprenticeship of such persons as elect
to conform to the standards of apprenticeship. The Council further
issues certificates of Completion of Apprenticeship to those apprentices
registered with the Council. It seeks all information about apprentice-
ship training in the State, and keeps a record of all local apprentice-
ship committees, and certifies the registration of apprentices to other
agencies upon request. The Council encourages the recognition of the
value of the registered Apprenticeship Training and prescribes its
own rules of procedure (Code 1957, 1962 Supp., Art. 77, secs. 320-324).

MARYLAND HIGHER EDUCATION LOAN CORPORATION
(Members not yet appointed)

The Maryland Higher Education Loan Corporation, created by
Chapter 589, Acts of 1963, consists of eleven members. The Chairman
of the State Scholarship Board and the President of the University
of Maryland serve as ex officio members. The remaining nine members
are appointed by the Governor with the advice and consent of the
Senate. The Governor designates the Chairman and the Vice Chair-
man.
