The Advisory Council on Higher Education was established by
Chapter 41, Acts of 1963. The Council consists of three representa-
tives of the University of Maryland, consisting of the Chairman of
the Board of Regents of the University, the President of the Univer-
sity, and one member of the Board of Regents selected by the Board;
three representatives of the State Colleges, consisting of the Chair-
man of the Board of Trustees of the State Colleges, and two presidents
of the State Colleges, one of whom must be the President of Morgan
State College and the other two selected by the Board of Trustees;
three representatives of the State Board of Education, consisting of
the Chairman of the State Board, the State Superintendent of Schools,
and a representative of a junior community college; two representa-
tives of the private institutions of higher learning in the State to be
appointed by the Governor with the advice and consent of the Senate;
and four representatives of the public to be appointed by the Governor
with the advice and consent of the Senate. Members serve six-year
terms.
The Council conducts studies concerning the various aspects of
public higher education in the State, reports the results of its re-
searches, and makes recommendations to the governing boards of
the public higher institutions of education and to State officials. The
Council is to report annually to the Governor and the General Assem-
bly (Code 1957, 1963 Supp., Art. 77, Chap. 36, secs. 325-328).

Chapter 41, Acts of 1963 established the Board of Trustees of the
State Colleges to direct and control the public colleges of the State,
The Board consists of nine members, eight of whom are appointed
by the Governor. The State Superintendent of Schools serves as an ex-
