under Public Law 87-27, adopted a State air pollution law, and estab-
lished the Maryland Commission on Physical Fitness.

A controversial issue during the session was the abolition of slot
machines, legalized by local laws in four counties of the State. An act
was passed which eliminates the machines over a period of five years.

A significant fiscal proposal was the establishment of a uniform
fiscal year for the State and the subdivisions. Some subdivisions
formerly used the calendar fiscal year, while the State and others
use the July 1 fiscal year. The bill adopted requires conformity by
1966 to the July 1 fiscal year. This will require adjustment in taxable
years in several counties and cities in the State.

The 1961 act redrawing the boundaries of the Congressional Dis-
tricts of the State to include the Eighth District authorized by the
1960 Census had been petitioned to a referendum and was defeated
by the voters at the 1962 general election. A new Congressional redis-
tricting act was passed at the 1963 session.

One controversial bill which failed to pass at the session was the
retail credit accounts bill, amending the 1941 Maryland retail install-
ment sales act and regulating so-called "revolving credit" or install-
ment sales where the seller does not retain title to the goods as
security for payment. Another subject on which no action was taken
was a bill to establish a State-owned system of inspection of motor
vehicles.

A budget totaling $605,676,710 was proposed by the Governor and
passed by the General Assembly. The budget appropriated $299,385,487
in general funds, $200,133,226 in special funds and $106,167,997 in
federal funds. The 1963 session also authorized the issuance of
$27,576,000 in State bonds to finance the construction of buildings
for the State.
