The Washington Metropolitan Area Transit Commission was estab-
lished in 1961 for the purpose of regulating transportation facilities
in the District of Columbia metropolitan area. The Commission was
created by the Washington Metropolitan Area Transit Regulation
Compact which was drawn up between Maryland, the District of
Columbia, and Virginia. Maryland ratified the Compact with the adop-
tion of Chapter 613, Acts of 1959. The Washington Metropolitan Area
Transit District, also created by the Compact, embraces the District
of Columbia, the cities of Alexandria and Falls Church and Arlington
and Fairfax Counties in Virginia, and Montgomery and Prince George's
Counties in Maryland.
The Commission is composed of three members. One member is
appointed by the Governor of Maryland, one by the Governor of
Virginia, and one by the Board of Commissioners of the District of
Columbia. Each Commissioner serves a term coincident with his term
of office on the agency from which he is selected. Maryland is at
present represented by the Chairman of the Public Service Commis-
sion. The Commission selects its own officers annually.
The Commission regulates and plans for mass transit in the District
of Columbia metropolitan area. It has the power to prescribe fares,
regulations and practices of transportation companies and taxicabs
in the area.

The Traffic and Highway Board of the Commission was also estab-
lished by the Washington Metropolitan Area Transit Regulation Com-
pact to assist the Commission in the regulation and improvement of
mass transit in the Washington Metropolitan area. The Board consists
of the Chairman-Director of the State Roads Commission and the
heads of traffic and highway departments of each of the representa-
tives of the planning agencies.
Expenses of the Commission are allocated annually in proportion
to the population of each signatory in the metropolitan area. Mary-
land's share is thirty-five percent (Code 1967, Art. 41, secs. 257-307).
