vantage of federal assistance for regional planning under Section 701
of the Federal Housing Act of 1954, as amended. The Council con-
sists of two persons from each of six constituent jurisdictions: Anne
Arundel County, Baltimore City, Baltimore County, Carroll County,
Harford County, and Howard County. One member from each juris-
diction is the elected head of government or his designee; and the
other is the director of the local planning agency. In addition, the
State Planning Department is represented by its Director. The Council
is financed by a grant from the Urban Renewal Agency of the U. S.
Housing and Home Finance Agency and a matching amount from
member jurisdictions. Office space is provided for the Council in the
State Planning Department.
Since April 1957, the Council has undertaken a series of studies,
leading up to the development of the "Metrotown" concept as a pro-
posed and logical pattern of development for the Baltimore Region.
Some of the subject matter studied in depth on a regional basis has
been general land use, industrial land development, open space, free-
ways, the housing market, the relationship of transportation and land
use, population, water supply and sewerage, zoning and subdivision
laws, and feasibility studies for Metrotown Centers.
The Baltimore Regional Planning Council performs its tasks with
a small professional staff, aided by consultants and expert technical
advisory committees. It has established close working relationships
with the planning and other departments of its constituent jurisdic-
tions as well as with several important state and metropolitan agen-
cies. The Council is financed in part by a federal cash grant and partly
by cash and staff services provided by the State Planning Depart-
ment and the planning agencies in the six political subdivisions
within the Council's jurisdiction. For specific studies, additional funds
have been provided by other public agencies.
The 1963 session of the General Assembly enacted legislation creat-
ing a new and official Regional Planning Council which, when it
becomes fully operational, is expected to replace the Baltimore Re-
gional Planning Council.
