This Board was created by Chapter I, Acts of the Special Session
of 1961. It will advise the Department of Assessments and Taxation
on the organization, incorporation, operation, conduct, regulation and
supervision over the savings and loan business until the referendum
to be held in November 1962. The Board will terminate when Chapter
205 of the Acts of the Regular Session of 1961 becomes effective.
The Board consists of seven members appointed by the Governor
for four-year terms. Of the seven members, three must have been
officers or directors for five years of a building and loan association
not insured by the United States Government. One of the members
must bo an officer or director of an association for five years in which
free share accounts are insured by the United States Government.
Three members must be residents of Baltimore City; three must
reside in the counties of Maryland; and three must be selected from
the public at large.

The Department of Budget and Procurement, established by Chapter
284, Acts of 1939, combines the budgeting and purchasing functions of
the State into a single agency. The Director of the Department, who is
appointed by the Governor, has executive jurisdiction over the Depart-
ment, and in addition reviews all leases for rental of office space
before their submission to the Board of Public Works for approval
(Code 1957, Art. 15A, sec. 16).
Budget Bureau

The Director appoints the Chief of the Budget Bureau. This bureau
carries out the budget functions of the agency. It aids the Director in
preparing a tentative budget for the Governor's consideration and
reviews all budget amendments presented by the various State agen-
cies. The Bureau may investigate the necessity for all expenditures
(Code 1957, Art. ISA, sees. 17-27).
Purchasing Bureau

The Director also appoints the head of the Purchasing Bureau. This
bureau purchases supplies, material and equipment for the use of State
agencies. It maintains a warehouse for the storage of supplies and
pays for them out of a revolving fund of $300,00O. These supplies are
