The Commission may establish subcommittees to which it may dele-
gate any of its functions. It is also to (1) "study and report from
time to time upon the effectiveness of planning in the State;" (2)
"evaluate the effectiveness of this Article, and . . . urge its revision
or amendment whenever necessary;" (3) "receive and approve, dis-
approve, or resubmit to the Director of State Planning recommenda-
tions concerning the establishment of regional or metropolitan areas;"
(4) "hold public and private hearings and sponsor public forums in
any part of the State."
The 'State Planning Department is the successor to the former State
Planning Commission. Under the modified enabling legislation, the
Medical Care Committee, the former Commission's major subcommit-
tee for the study of medical and health problems continues to function.
In addition, the creation in the near future of a Committee on High
Education, functioning in the same manner as the Medical Care Com-
mittee is contemplated. The revised Planning Department has con-
tinued to participate in the functioning of the Baltimore Regional

The Baltimore Regional Planning Council was established by the
Maryland State Planning Commission in December 1956 to take ad-
vantage of federal assistance for regional planning under Section 701
of the Federal Housing Act of 1954, as amended. The Council con-
sists of two persons from each of six constituent jurisdictions; Anne
Arundel County, Baltimore City, Baltimore County, Carroll County,
Harford County, and Howard County. One member from each juris-
diction is the elected head of government or his designee; and the other
is the director of the local planning agency. In addition, the State
Planning Department is represented by its Director. The Council is
financed by a grant from the Urban Renewal Agency of the U. S.
Housing and Home Finance Agency and a matching amount from
member jurisdictions. Office space is provided for the Council in the
State Planning Department.
Between April 1957 and July 1959, the Council undertook studies
covering population, land use, industrial development, open apace
freeways, water supply and sewerage facilities and published its'
findings in two technical bulletins, four technical reports, and one
summary report. A $100,000 Federal planning grant financed this first
project.
A second project, lasting eighteen months and financed by a $60 000
Federal planning grant, began in July 1969. Three technical reports
