MARYLAND MANUAL 85

Chief Psychiatrist of the Department of Correction and is in charge of
the psychiatric and psychological work in all State penal institutions.
He is appointed by the Governor, with the advice and consent of the
Senate, from a list submitted by a special committee composed of the
Professor of Psychiatry at the University of Maryland Medical School,
the Professor of Psychiatry of The Johns Hopkins University School
of Medicine, and the Chairman of the Board of Correction. He holds
office during good behavior.

An Associate Director, appointed by the Director from a list sub-
mitted by the Department of Correction, subject to the approval of the
Advisory Board for Defective Delinquents, is in charge of adminis-
tration and custodial care of this Institution.

The Advisory Board for Defective Delinquents confers with the staff
of the Institution and with the Board of Correction about the problems
and work of the Institution. The Board consists of the Professor of
Psychiatry in the Medical School of the University of Maryland, or
someone designated by him; the Professor of Psychiatry at The Johns
Hopkins Medical School, or someone designated by him; two sociol-
ogists, one from the University of Maryland and one from The Johns
Hopkins University, appointed by the respective presidents of these
two universities; the full-time Professor of Constitutional Law at the
University of Maryland School of Law, or such other full-time pro-
fessor of this law school whom its Dean shall designate; and two
practicing members of the Maryland Bar, with at least five years
experience in the trial of civil and criminal cases, appointed by the
Governor for five-year terms.

The Patuxent Institution takes custody of intellectual and emotional
defective delinquents committed by the Courts or transferred to it by
the Board of Correction. The Institution operates a Diagnostic Center,
not under the supervision of the Board of Correction, which submits
to the Courts upon request psychiatric and psychological evaluations
of the patients whom the Courts have referred to the Institution. All
sentences from the Courts to the Institution must be indeterminate
(Code 1957, Art. 31B).

The Institution offers an educational, industrial, and vocational
program.

The average population of the Patuxent Institution for the fiscal
year 1958 was 271.
