HOOPER STEELE MILES, Treasurer
Hooper Steele Miles was born in Cambridge, January 27, 1895. He
was educated in the Baltimore City public schools and the University
of Maryland School of Law (LL.B., 1916). Until 1937 he practiced
law in Salisbury, and during this time he was a delegate to the Gen-
eral Assembly (1920 Session.) and city solicitor for Salisbury (1925-
32). He was president and chief executive officer of the County Trust
Company from 1932 to 1937 when he moved to Baltimore to be a
director and executive vice-president of the Baltimore National Bank.
At present he is chairman of the board and chief executive officer of
the Fidelity-Baltimore National Bank and a director of several other
banks.
In 1935 the General Assembly elected Mr. Miles Treasurer of
Maryland. He is now serving his seventh consecutive term.
Mr. Miles married the former A. Frances Williams in 1919 and has
two children and three grandchildren. He is active in civic and
charitable organizations and is the author of The Maryland Executive
Budget System, published in 1942.
THOMAS B. FINAN, Secretary of State
Thomas B. Finan was born in Cumberland, June 30, 1914. He was
educated in the Cumberland public schools, Georgetown University
(A.B., 1936), and the University of Maryland School of Law (LL.B.,
1939).
Since 1939 he has practiced law in Cumberland, except during his
military service (1941-45). He entered the Army as a private and
was discharged as a Captain decorated with the Legion of Merit
after service in the European theater and several months spent as a
prisoner of war. He is now a Major in the U. S. Army Reserve.
Mr. Finan served three terms as city solicitor of Cumberland
(1948-50,1952-59). From 1954 to 1959, he was chairman of the
Democratic State Central Committee for Allegany County, and in
August 1959, he became State-wide chairman. He represented Mary-
land at the Democratic National Convention of 1956. In January 1959,
Governor Tawes appointed him Secretary of State of Maryland.
Mr. Finan married the former Isabel Jean North in 1941 and has
two children. He is an officer of several business firms and active in
civic and veteran's organizations.
