the Board of Public Works for a four-year term, and two are elected
for four-year terms by the State employees who are members of the
Retirement System. Not included within the Retirement System are
the faculty members of the State teachers' colleges, Morgan State
College, and the University of Maryland, who are members of the
Teachers' Retirement System; the uniformed personnel of the Mary-
land State Police, who have their own retirement plan; and certain
other groups of State employees as defined by law (Code 1957, Art.
73B; 1958 Supp„ Art. 73B, sees. 11-14, 16H, 46). Since June 1, 1956,
Social Security coverage is administered through the Division of
Social Security for all State employees and all teachers (Code 1957,
Art. 73B, sec. 35).

The Teachers' Retirement System was established in 1927. It is
administered by a Board of Trustees of five members, three of whom
are ex officio members; the remaining two are elected by the member-
ship of the retirement system. The system administers the retirement
allowances and benefits for the teachers of the State and is responsible
for the proper investment and administration of funds entrusted to
its care. In addition to the teachers in the Maryland public schools,
the faculty members of the State teachers colleges, the University
of Maryland, Morgan State College, and St. Mary's Seminary Junior
College are members of the System (Code 1957, Art. 77, sees. 108-129;
1958 Supp„ Art. 77, sees. 108, 115-116).
