ceutical Association; the Commissioner of Mental Hygiene; and the
Director of the State Department of Welfare. The Council advises
the State Board of Health in the formulation of policies for the
administration of the State's medical care programs: County Medi-
cal Care Program; City Medical Care Program; Hospital Inpatient
Program; Hospital Outpatient Programs, City and County (Code
1951, Art. 43, sec. 42c).

The Advisory Board on Hospital Licensing, established in 1945,
consists of seven members appointed by the Governor for five-year
terms. The Board assists the Department of Health in the estab-
lishment of minimum standards for the licensing of hospitals within
the State (Code 1951, Art. 43, sec. 525).

The Advisory Board on Hospital Construction, established in 1947,
consists of fifteen members: the Commissioner of Mental Hygiene
and the Commissioner of Health of Baltimore City, who serve ex
officio; eleven members appointed by the Governor; and two members
appointed by the Maryland State Planning Commission. The Council
is to consult and advise with the Board of Health in the administra-
tion of a State plan of Hospital Construction under the terms of
the Hill-Burton Act (Code 1951, Art. 43, sec. 528).
