The Maryland Civil Defense Agency -was established by the Mary-
land Civil Defense Act of 1949. The Director of the agency is
appointed by the Governor. The agency is charged with the prep-
aration for, and the carrying out of, emergency functions other
than functions for which military forces are primarily responsible,
to minimize and repair injury and damage from disasters resulting
from enemy attack or natural causes. The agency is also authorized
to cooperate with the Federal government, the governments of other
states and local political sub-divisions of this State in organizing
