CENTRAL PAYROLL BUREAU

The Central Payroll Bureau, organized in 1963, is a joint function
of the State Treasurer's Office and the Comptroller of the Treasury.
Based on reports received from the agencies of the State, the Central
Payroll Bureau compiles the payroll journal, writes the payroll checks,
maintains records of earnings for each employee, issues payroll war-
rants and submits bi-weekly reports to the State Employees' Retire-
ment System. Deductions for Federal and State withholding taxes
are deposited by the Bureau and the annual report to employees for
salary and wages earned and taxes withheld are also additional
functions.

Under the Constitution of 1776, there were two State Treasurers—
the Treasurer of the Eastern Shore and the Treasurer of the Western
Shore. With the adoption of the Constitution of 1861, these two
offices were consolidated. The present Constitution provides that the
Treasurer shall be elected by joint ballot of both Houses of the Gen-
eral Assembly for a term of four years. The Treasurer is responsible
for depositing each day the money of the State in an authorized
depository. The Treasurer or his deputy must sign all checks, coun-
tersigned by the Comptroller or an authorized deputy. The Treasurer
is responsible for investing unexpended or surplus funds of the State
which are available for investment purposes, and is the custodian of
the State's insurance, all stocks, bonds, or other investments of the
State, and securities pledged by all banks with deposits of State
funds, insurance companies, and foreign building and homestead asso-
ciations, as required by the laws of the State. A monthly balance of
all State funds held in authorized depositories is published in a news-
paper of Baltimore, and a quarterly report is rendered to the Comp-
troller. The Treasurer is also the custodian of such special funds as
may be prescribed by law (Const. 1867, Art. VI. secs. 1, 2, 4).
