provides for the care and training of delinquent white girls. During
the fiscal year 1950, care was provided for 217 girls who were com-
mitted to the school and 72 girls who were detained at the institution.

COMMISSION ON INTERRACIAL PROBLEMS AND RELATIONS
The Commission on Interracial Problems and Relations was created
by the General Assembly of 1951 superseding the Governor's Commis-
sion on Problems Affecting the Negro Population. The Commission
is composed of nine members appointed by the Governor for a term
of six years with the advice and consent of the Senate. Of those first
appointed three shall serve for two years, three for four years, and
three for six years. The Chairman of the Commission is designated
by the Governor. The Executive Secretary of the Commission is ap-
pointed by the Governor for a term of two years. It is the duty of
the Commission to make surveys and studies of problems affecting
the Negro population of the State and the betterment of interracial
relations. The Commission shall submit an annual report to the Gov-
ernor and General Assembly together with recommendations, if any,
for any additional legislation (Acts 1951, Ch. 548).

The Department of Mental Hygiene was established by the General
Assembly of 1949. It is vested with full and plenary powers and
charged with the duties and functions of supervision of all matters
relating to the custody, cure and treatment of persons of unsound
