education, research in cancer control, and the operation of tumor and
cancer clinics.
The Bureau of Food and Drugs wag organized in 1910. The chief of
the Bureau is the State Commissioner for Food and Drugs.
The Bureau inspects and samples all food and drug products manu-
factured or sold within the State to determine their purity, honesty
of labeling and compliance with the Pure Food and Drug Act. It
makes periodic inspections of places where food or drugs are pro-
duced, manufactured or sold (Code 1939, Art. 43, sec. 191).
Also operating within the Department are eight Divisions organized
by the State Board of Health,
The Division of Industrial Health enforces the provisions for the
prevention of occupational diseases as provided in the Workmen's
Compensation Act. Periodic inspections of industrial plants are made
to determine the extent and severity of health hazards and to recom-
mend needed corrections.
The Division of Oral Hygiene is charged with the organization and
supervision of county and school dental clinics. Educational work
on the importance and maintenance of health is carried on through
lectures, clinics, moving pictures and pamphlets distributed by the
Division.
The Division of Hospital Construction and Administration admin-
isters the hospital construction program according to the State plan
prepared under the Hill-Burton Act. Under this program Federal
funds for construction are made available on a matching basis and
are allotted according to a priority schedule which is part of the State
plan. Preliminary studies of projected construction are made in co-
operation with the sponsoring groups. Inspections are made during
construction. This office also shares, with the Bureau of Medical
Services, responsibility for administration of the chronic disease hos-
pitals.
The Division of Personnel and Accounts purchases supplies, ma-
terials and equipment for all the bureaus and divisions. It exercises
general supervision over all employees and accounts of the Depart-
ment. The Division also supervises the finances of the County Health
Departments and works with county and town officials in preparing
joint budgets for local health work.
The Division of Public Health Nursing supervises the development
of the nursing program; directs public health nursing technique, the
recruitment of nursing personnel; and correlates the Department's
nursing program with other public health nursing services operating
in Maryland.
The Division of Legal Administration is charged with the investi-
Jation of all infractions of public health laws and administers the
edding and upholstery law.
The Division of Mental Hygiene is responsible for the direction of
the non-institutional mental health program in Maryland. In co-
operation with local health authorities, mental health clinics are oper-
ated in ten counties of the State.
The Division of Tuberculosis Services is the successor to the Mary-
land Tuberculosis Sanatoria Commission in the administration of the
