42 MARYLAND MANUAL

(Acts 1949, Ch. 729). The Department is responsible for the col-
lection of statistics concerning labor in the State of Maryland. The
Department is further charged -with the examining of the conditions
of labor within the State with especial reference to wages and the
causes of strikes and disagreements between employee and employer.
The Commissioner is required to follow the progress of negotiations
to all labor disputes occurring within the State and shall, if deemed
necessary, mediate such disputes or compose arbitration boards to
arbitrate them. The Department collects, maintains and publishes
statistics and information in regard to the volume of production of
the various manufacturing industries of the State and the value and
volume of shipping over railroads and other transportation companies.

The agency is responsible for the inspection of all boilers in the
State and the enforcement of the Steam Boiler Inspection Law. All
fee charging employment agencies operating within Maryland are
licensed and supervised by the Department. This agency is further
responsible for the enforcement of the laws in regard to the hours
of labor for females and the Child Labor Laws. Under the terms
of the Child Labor Laws, minors between the ages of fourteen and
sixteen must receive employment certificates from the Department.
Before such certificates are issued, children applying for the same
must pass an educational examination and a physical examination
given by the physicians of the Department (Code 1947 Supp. Art.
89, sees. 2-13; Art. 56, sees. 270-276). The Department cooperates
with the Federal Government m the enforcement of the Walsh-
Healy Act.
