The office of Secretary of State was created in 1837 by a Constitu-
tional Amendment. The Secretary of State is appointed by the Gov-
ernor with the consent of the Senate and serves during the Governor's
term (Const. 1867, Art. II, sec. 22). The Secretary of State acts as
general secretary to the Governor, attesting his signature on all pub-
lic documents, commissions, warrants, proclamations and such other
public papers as may be required. The Secretary is the custodian of
the Great Seal of the State (Code 1939, Art. 41, sec. 42). The re-
sults of all referenda and constitutional amendments submitted to the
