MARYLAND MANUAL 69.

The Division of Oral Hygiene is charged with the organization and
supervision of county and school dental clinics. Educational work
on the importance and maintenance of health is carried on through
lectures, clinics, moving pictures and pamphlets distributed by the
Division..

The Division of Hospital Construction and Administration admin-
isters the hospital construction program according• to the State plan
prepared under the Hill-Burton Act. Under this program Federal
funds for construction, are made available on a matching basis and
are allotted according to a priority schedule which is part of the State
plan. Preliminary studies of projected construction are made in co-
operation with the sponsoring groups. Inspections are made during
construction. This office also shares, with the Bureau of Medical
Services, responsibility for administration of chronic disease hospitals..

The Division of Personnel and Accounts purchases supplies, ma-
terials and equipment for all the bureaus and divisions. It exercises
general supervision over all employees and accounts of the Depart-
ment. The Division also supervises the finances of the County Health
Departments and works with county and town officials in preparing
joint budgets for local health work..

The Division of Public Health Nursing supervises the development
of the nursing program; directs public health nursing technique, the
recruitment of nursing personnel; and correlates the Department's
nursing program with other public health nursing services operating
in Maryland..

The Division of Legal Administration is charged with the investiga-
tion of all infractions of public health laws, and prosecutes violators.
This Division also administers the Bedding and Upholstery Law..

The purpose of the Mental Hygiene Division is to inaugurate and
direct, a non-institutional mental health program for Maryland. It
provides psychiatric service in areas of the State where no such
service is available through the operation of mental health clinics,
staffed by psychiatrists, psychologists, and psychiatric social workers
working in conjunction with county health officers and public health
nurses..

The division of Tuberculosis Services is the successor to the Mary-
land Tuberculosis Sanatoria Commission. The State Board of Health
now has control and supervision of all State Tuberculosis sanatoria
(Code 1947 supp. Art. 43, sec. 94A). During the year 1946, the State
Department of Health, through its county health officers conducted
497 tuberculosis clinics in the counties at which 14,399 patients were
examined and 55 new cases discovered. A total of 1070 patients were
admitted to the four State sanatoria during 1946.
