planned to serve primarily the needs of the colored teachers of Balti-
more and the counties.

(3) The Afternoon and Evening Classes

Through cooperation with the Baltimore Department of Education,
courses are given daily throughout the academic year at the Douglass
High School of Baltimore offering in-service training to teachers and
an opportunity to others to avail themselves of college instruction.

Administration

The government of the College is vested in a Board of Trustees
consisting of nine members appointed by the Board of Public Works.
The administration of the College is vested in the President. The
other administrative officers act in an advisory capacity to the Presi-
dent. The administrative staff is as follows:

In 1935 the General Assembly created a "Commission on Higher
Education for Negroes" and appropriated $10.000 to provide pro-
fessional and other scholarships for Negroes who could not obtain
the desired courses at Morgan or Princess Anne Colleges. In 1937
a "Commission on Scholarships for Negroes" was created and the
sum of $30,000 was appropriated for the same purpose. In 1939 the
General Assembly reduced this grant to $25,000 and transferred its ad-
ministration to the Board of Trustees of Morgan State College. This
grant was repeated in 1941 and 1943.
