The Council was organized by the Governor, August 1, 1940. Mem-
bers are appointed by the Governor and may be increased or de-
creased in his discretion.
The official State body to advise the Governor on matters of Na-
tional Defense that are to be carried out at State level, and to co-
ordinate such activities within the State operates in conjunction
