Among the many projects of new construction completed during
the past year, the three most outstanding ones were the Governor
Nice Highway from the city limits of Baltimore to the Susquehanna
River and the preparation of plans for the completion to the Delaware
State Line; the Governor Ritchie Highway from Baltimore City to
the Severn River; both of these routes being of the dual type; the
Frederick-Myersville-Hagerstown Road, the last two of which 'are
nearing completion. In addition to the numerous grade elimination
projects concluded during the past year, the Commission has de-
veloped a system of Primary Bridge Construction, and work has be-
gun on the building of a new bridge across the Susquehanna River
and across the Potomac River. Plans are now being perfected for the
construction of the bridge across the Patapsco River and across the
Chesapeake Bay. The financing of the Primary Bridge Program will
be accomplished through the grant of Federal Funds together with
proceeds of the sales of Bridge Revenue Bonds. The Susquehanna and
Potomac River Bridges on which work has begun and for the con-
struction of which the Federal Government has appropriated 45%
Grant Funds, will cost approximately $9,500,000.

In view of the vast expenditure under the direction of this body
and at the suggestion of Governor Nice, the first Legislative Session
during his Administration, authorized compensation for three full-time
members of the Commission, with a view to the elimination of waste
and extravagance and the reducing of operating costs to a minimum.
