There is hereby reserved to the use
of the State Roads Commission
and to be expended by it, subject
to the approval of the Governor,
solely and for no other purpose
than to engage on a salaried
basis, such additional qualified
experienced persons, both techni-
cal and clerical, as may be
urgently needed effectively to
perform those duties incident to
the Construction, Reconstruction
and Maintenance of the State
System of Roads. Any remainder
of the funds not expended on
September 30th of each of the
fiscal years, shall merge with the
Commission's Reconstruction Ac-
count and shall be expended by
the Commission in like manner
and for the same purposes as the
Reconstruction Fund is now ex-
pended ? 20,00000

There is hereby reserved to the
use of the State Roads Commis-
sion, and to be expended by it
solely and for no other purpose
than to reward those meritori-
ous, efficient and deserving: em-
ployees by increasing the rate of
compensation of any one or all of
those salaried employees who con-
stitute the salaried personnel of
the Commission, as hereinbefore
set forth. Provided, however, that
no salaried employee receiving
less than $2,500.00 per year shall
have his salary or compensation
increased more than 15% during
the fiscal years 1938 and 1939,
and no salaried employee receiv-
ing $2,500.00 or more shall have
his salary or compensation in-
creased more than 6% during said
fiscal year 1939 $ 30,000.00
