296 MARYLAND MANUAL.

CONSTITUTIONAL AMENDMENT

(Proposed by Chapter 151 of the Acts of the Extra-
ordinary Session of 1936)

Amendment to Section 39 of Article 3 of the
Constitution of the State of Maryland title "Legis-
lative Department," striking out of said Section
the requirement that stockholders of banking insti-
tutions shall be liable to the amount of their re-
spective holdings in such institutions for all its debts
and liabilities upon note, bill or otherwise, com-
monly known as "bank stockholders double liability,"
said section as amended to read as follows:

Sec. 39. The books, papers and accounts of all
banks shall be open to inspection under such regu-
lations as may be prescribed by law.
