    In London, the Lord Mayor to be President, and the Assistants to be the
Aldermen, and fifty-two Citizens to be chosen by the Common Council; and
the President and Assistants to chuse a Deputy and Treasurer, and other

necessary Officers; and upon a vacancy of any Assistant, the power to be in
the Common Council.
