The Traffic Court is created by Chapter 85 of the Acts of 1918,
Section 159, which, authorizes the Governor to appoint two additional
Justices of the Peace for Baltimore City and designate them for duty
as a Traffic Court for the sole purpose of trying violations of the Auto-
mobile Law.

The Act of 1929, Chapter 438, provides for an additional Coroner at
Large to have exclusive jurisdiction over deaths resulting from automo-
bile accidents. Dr. Germanus J. France was appointed to this position
on June 1st, 1929.
Governor, with the consent of the Senate, appoints one from each
Police District and one at large for the city, for two years from the
