Governor, with the consent of the Senate, appoints three for a term
of three years from the first Monday in May. Two shall be adherents
of the two leading political parties (Ch. 591, 1902 )

It is the duty of this Board to examine all applicants for appoint-
ment to or promotion in the Police Force of Baltimore City, and to
certify lists to the Police Commissioner from which all appointments
and promotions are to be made. This is done by holding competitive
examinations from time to time as the eligible lists expire to find out
the qualification of the person seeking appointment or promotion

in the department and has entire control of its affairs The Commis

Commissioners of three members, with minority representation, whose
term of office was two years each
