the same by the purchase of good stocks, or loan the same upon
real estate security to individuals.

248. The president of said board shall make a report annually
to the Comptroller, commencing from the first day of December
in each year; and shall set forth therein the state and condition
of the schools in said county, the number of schools, the number
of teachers, male and female; the number of teachers in each'
school, male and female; the aggregate number attending the
schools, the branches of study, the expense of each school for
teachers' salary, etc.; the amount raised by taxation in said
county; the amount of, the State appropriation, and other sources
of revenue, if any; the aggregate amount expended for public
education, and such other particulars relating to the duties of
his office as he may think proper to communicate; and said
report shall bo transmitted to the Comptroller on or before the
fifteenth day of December in each year.
249. The board of school commissioners may divide said
county into suitable and convenient school districts; lay out
additional districts; divide satd districts or change the lines'
thereof, whenever in their judgment the public convenience or
the interest of the schools may require it.
2&0. They shall, upon the formation of any school district,
number the same, and deliver the outlines or description thereof,
together with the number of' the same, in writing, signed by the
president of the board and attested by the secretary, to the
clerk of the Circuit Court for said county, who shall record the
same, free of charge, in a suitable book to be kept for that
purpose; and whenever they shall make any change or alteration
in any school district, they shall have such change or alteration
attested and recorded in like manner.
251. They shall annually appoint three persons from their own
number, who shall constitute a board of examiners, whose duty
it shall be to examine all persons offering themselves as candi-
dates for teaching in any of the public schools in said county.
252. The said board of examiners shall, if they deem it neces-
sary, appoint any person or persons qualified to examine the
qualifications of candidates for teaching, and if they shall be
satisfied, after due examination has been made, that the candi-
date is a person of good moral character, and possessed of suf-
