8-2 ANNE ARUNDEL COUNTY. [ART. 2.

174. It shall be the duty of inspectors of primary schools to
examine all persons who shall offer themselves as candidates for
teachers.

175. They shall inform themselves as to the moral charac-
ter, learning and ability of every candidate examined by them,
and if satisfied as to his sufficiency in these respects, shall
certify in -writing, under their hands, and deliver to the candi-
date a certificate in form or substance as follows: " We, the
undersigned, inspectors of primary schools for district No. --,
do certify that we have examined ----, and do believe he
is of good moral character and of sufficient learning and ability,
and in all other respects well qualified to teach a primary
school. Given under our hands at ----, the ---- day of

Inspectors of Primary Schools."

176. The said inspectors may annul any such certificate so
given by them or their predecessors; Provided, notice thereof
in writing be given to the trustees of the school district in
which such person shall be employed as teacher, or some one
of them, and also to such teacher, at least three days before
the same is annulled.

177. If the trustees of any school district shall employ a
teacher who has not received the necessary certificate from the
inBpeytora, or whose uertifmatu haa by them been annulled,
such school district shall forfeit, for the time such person shall
be employed, all right to any of the moneys which shall come
into the hands of the commissioners of primary schools during
such time.

178. The inspectors shall visit all primary schools quarterly,
or oftener if they shall deem it necessary, and examine into the
state and condition thereof, both as respects the proficiency of
the scholars and the good order and regularity of the schools;

and shall, from time to time, give their advice and direction to
the trustees and teachers as to the government thereof and the
course of studies to be pursued therein.

179. A majority of the inspectors present, and acting in the
performance of any of their duties, shall be competent to per-
form any such duties; but in the examination of teachers and
