88. The said clerk shall not grant a license for any purpose of
trade to atay white person who is or may be in partnership with
a free negro, nor shall any white person employ any free negro
as a clerk in any mercantile business, under a penalty of five
hundred dollars for each offence, said penalty to be recovered aa
other fines and forfeitures.
ORPHANS' COURT.
89. Each judge of the Orphans' Court of said county shall be
entitled to two dollars and fifty cents for each day's attendance
at said court, and six and a quarter cents a mile for every mile
his place of residence may be distant from the place of holding
the court. ,
OUT-PENSIONERS.
90. The trustees'of the poor for said county may, in their dis-
cretion, grant an allowance to persons confined to their beds
with disease and unable to be removed 'to the alms-house, to bo
continued as long as the confinement and inability lasts, and no
longer, and may grant out-pensions to others, really necessitous,
upon the recommendation of twenty-five of the taxable inhabit-
ants of the district in which they may reside.
OYSTERS.
91. It fihall not be lawful for any person to take oysters within
the waters -of Somerset county for the purpose of manuring land.
92. It shall not be lawful for any person in said county, or any
person whatsoever, to purchase any oysters for the purpose of
manuring land from any person whom they know to have caught
the same within the waters of said county.
93. Any person violating the provisions of either of the last
two preceding sections shall be liable to a penalty of not less
than ten nor more than twenty dollars, to be imposed, upon con-
viction thereof before a justice of the peace of the county, one-
half to the informer and the other half for the use of the school
fund of said county. .
94. It shall be lawful for the citizens of said county to catch
or take oysters with a scoop or drag in any of the waters of said
county, not parcel of any creek or river, not within two hundred
