802 SOMERSET COUNTY. [AST. 19.

21. "Upon complaint made to any justice of the peace for said
county that any person from his disorderly conduct gives dis-
turbance to a neighborhood and is likely to become chargeable to
the county, the said justice, if upon hearing the party he shall
judge the complaint to be well founded, may commit such dis-
orderly person to the alms-house for any time not exceeding
three months, unless he shall find security at the discretion of
the justice in any sum not exceeding fifty dollars for his good
behavior during the space of six months.

22. "Upon complaint and due proof made to any trustee, that
any person in the said alms-house hath behaved in a disorderly
manner or hath refused or neglected to perform his daily labor
•and task, or to obey and keep any of the rules and by-laws of the
said corporation, the said trustee may direct such moderate cor-
rection, not exceeding twenty lashes for any one offence, as the
nature of the case may require; or may compel such offender to
wear upon the right sleeve of his upper garment in an open and
visible manner the letters " P. S." cut in red or blue cloth during
the pleasure of said trustee.

23. Any trustee may in writing direct the admission of any
poor person into the said alms-house.

24. Any justice of the peace for said county, or any person by
him authorized, may apprehend or cause to be apprehended and
committed to said alms-house, any rogues, vagrants, beggars,
vagabonds and other idle, dissolute and disorderly persons found
loitering or residing in said county, who follow no labor, trade or
occupation, and have no visible means of support, there to be
kept at hard labor for any time not exceeding three months.

25. If any person shall sell or dispose of any strong liquor or
other thing to or purchase any thing from any inmate of said
alms-house, he shall forfeit and pay the sum of twenty dollars.

26. All sheriffs, constables and other officers shall aid and assist
the said trustees, and the officers and servants by them appointed,
in the discharge of their respective duties.

27. If any person shall be sued or prosecuted for any thing
by him done in pursuance of this law, or any matter or thing
therein contained, he may plead the general issue and give the
special matter in evidence; and if upon trial verdict shall be
