145. They shall not call on such negroes to labor more than
two days in any one year, and they shall make and return to
the county commissioners a correct list of every male free
aegro subject to such call, and the counly commissioners, in the
event of any excess of labor in any one district in said county,
may make such regulations as will secure such labor in some
other district.
146. Any free negro called on by a supervisor as aforesaid
who shall refuse or neglect to attend at the time and place by
him appointed, or upon attending shall neglect to perform the
duties required of him, shall pay a fine not exceeding one dollar,
to be recovered at the instance of the supervisor, in the name
of the State, before a justice of the peace of the county, and
accounted for by such supervisor.
SCHOOLS.
147. The county commissioners of Anne Amndel county, in
the month of April, or at any special meeting for that purpose,
shall annually appoint nine citizens of said county to be com-
missioners of primary schools, and also a suitable number of
discreet persons, uufc exceeding eighteen, who, together with
the commissioners, shall be inspectors of primary schools for
said county, and shall hold their offices for one year, and until
others shall be appointed in their places; and, in case any of
the said officers shall refuse to serve, or die, or remove from the
county, or become incapable of serving, his place shall be sup-
plied at the next meeting of the county commissioners.
148. Each of said officers, before entering upon the duties of
his office and within fifteen days after his appointment, shall
take and subscribe before a justice of the peace the following
oath: "I do swear that I will in all things, to the best of my
knowledge and ability, well and truly execute the trust reposed
in me as commissioner or inspector, as the case may be, of
primary schools for Anne Arundel county, without favor or
partiality," and every justice of the peace before whom such
oath shall be taken and subscribed, shall, without fee or reward,
certify the same in writing, the day and year when taken,' and
subscribe his name thereto, and deliver the same to the person
taking the same, to be by him, within eight days thereafter,
transmitted to ttie clerk of the Circuit Court.
