88. The compensation to each justice of the peace, and to the
constable, for binding out any free negro child under this article,
shall be two dollars, to be paid by the master.
89. Any constable or justice of the peace who shall fail to
perform the duties imposed upon him in this article in relation
to the binding out of free negro children, shall be liable to in-
dictment, and upon conviction shall be removed from office, and
may be fined as for a misdemeanor.
NOTICES.
90*. All notices concerning the opening, altering, locating or
widening any public road, all reports of the school commis-
sioners that are required to be published, all lists of county
expenses and levies and notices or other papers issuing from the
county commissioners required by law to be published, shall be
published in but two newspapers printed in the county, and shall
be published in one of each party, if there be a newspaper of
each party.
ORPHANS' COURT.
91. The judges of the Orphans' Court for Harford county
shall meet at the six terms hereafter mentioned, and at no other
times, to wit: The first Monday in the months of February,
April, June, August, October and December, respectively, to
which terms all process shall be made returnable.
92. They may at each term adjourn from day to day, if the
public l3U.BiB.es8 require it, for a period not exceeding four days
at any one time.
EEGISTEB OF Wins.
93. The Register of Wills for Harford county, during the
recess of the Orphans' Court, shall have full power and jurisdic-
tion to do all matters and things whatsoever which the said
Orphans' Court could do at its regular sessions, and there shall
be the same right of appeal from any order, decree or judgment
of said Register, as from the orders, decisions or judgment of
said Orphans' Court.

94. The county commissioners of Harford county are au-
