57. They shall once in every three years, or oftener if they
think proper, appoint an assessor, who shall, under oath, value
and assess the property in said town in the same manner and
with like authority as county assessors; but in assessing any of
the lands within the limits of the town which may be occupied
and used as farms, or may be part or parts of farms, such lands
shall be valued and assessed as lots of ten acres with the build-
ings and improvements thereon, and not by the number of acres
in said farms or parts of farms.
58. Any person may appeal from the assessment of the assess-
ors to the said commissioners, who may make such deductions
therefrom as they may deem just.
59. The said commissioners may annually appoint an active
and discreet person bailiff of said town, who, before he acts as
such, shall make oath before a justice of the peace for the said
county that he will faithfully and impartially perform the duties
required of him as bailiff, without favor, affection or partiality,
according to the best of his skill and judgment.
60. The said bailiff shall collect all taxes levied by the commis-
sioners, and shall have the same power to enforce the payment
thereof as collectors of county taxes, and he shall give bond in
the same manner and penalty as a constable.
61. He shall attend the meetings of the commissioners when
required, and perform such service as shall from time to time be
by them, directed.
62. He shall prevent the tumultuous and irregular meetings of
slaves and free negroes within 'the limits of said town, and dis-
perse them when assembled by reasonable and lawful means, and
shall punish with moderate correction all such slaves and free
negroes as shall be found strolling about the streets at night, and
prevent slaves from frequenting the houses of other persons in
said town without the consent of their masters.
63. The commissioners shall have power to grade and level
streets and alleys, to remove nuisances and obstructions from the
same, to prevent encroachments on the same by buildings or
otherwise, and may pass all by-laws and ordinances necessary to
give effect and operation to the powers hereby vested in them,
and impose fines, penalties and forfeitures for the breach of their
