to impose and appropriate fines, penalties and forfeitures for the
breach of their by-laws and ordinances; and to levy and collect
taxes not exceeding one per cent. on the assessable property.

43. They shall have power to pass ordinances for the pre-
vention and extinguishment of fires; for paving and keeping
in repair the streets, lanes and alleys in said city, and for widen-
ing the same with the consent of three-fourths of those interested;

to tax any particular part or district of the city for paving the
streets, lanes and alleys therein, or for sinking wells and erecting
pumps which may appear for the benefit of such particular part
or district; and to make a new assessment of all real and per-
sonal property as often as it may be necessary.

44. They may provide by ordinance for the corporal punish-
ment of any servant or slave guilty of the breach of any ordi-
nance, unless the master of such slave pay the fine annexed
to the offence, and may pass all ordinances necessary to give
effect and operation to all the powers vested in the corporation
of said city.

45. All laws of the said corporation shall be signed by the
mayor.

46. They may provide for taking up, fining or committing to
the jail of Anne Arundel county, all vagrant and loose and
disorderly persons having no visible means of support and liveli-
hood, and common disturbers of a neighborhood, that may be
found within the jurisdiction of the city, and the keeper of said
jail shall receive and safe keep all persons so committed, accord-
ing to the tenor of the commitment.

47. They may by ordinance, as often as they think necessary,
cause a correct survey of the said city and the additions thereto
to be made, and establish and fix permanent boundaries and
stones at such places as they may think necessary, with proper
marks and devices thereon, to ascertain the lines of the city and
the additions thereto.

48. They may provide by ordinance for a survey of the
streets, lanes and alleys, and lots of said city and the additions
thereto, and may declare the same, and adjudge as nuisances
any encroachment on the streets, lanes and alleys, and cause the
same to be removed at the expense of the person offending; and
