less than three nor more than six calendar months, at the dis-
cretion of the court.
165. It shall not be necessary to inspect in the city of Balti-
more, any leather which may be brought within the limits of
said city for sale, manufacture, use or exportation, which shall
have been previously inspected in the city of Frederick.
JEFFEKSON.
166. The citizens of Jefferson, in Frederick county, are a body
corporate, by the name of "The Commissioners of Jefferson,"
and by that name may sue and be sued, and may have and use
a common seal.
167. The limits of Jefferson shall extend one-half mile each
way from the tavern formerly occupied by Daniel Shower, but
the taxable limits of said town shall only extend a quarter of a
mile each way from said tavern.
168. The free white male citizens of Jefferson, of the age of
twenty-one years and upwards, who have resided in said town
six months next preceding the election, shall, on the first Mon-
day in May in each year, at the town hall in said town, elect five
persons qualified in all respects as the said voters, commissioners
for said town.
169. The election polls shall, be kept open from twelve o'clock,
M., until four o'clock, P.M., and the elections shall be held and
conducted in other respects as shall from time to time be directed
by the by-laws of the corporation, not inconsistent with this
charter.
170. If any of said commissioners shall, during the year for
which they were elected, die, resign, remove from said town, or
be otherwise disqualified, an election to fill said vacancy shall be
held, and all persons qualified to vote at the general may vote at
such special election.
171. The said commissioners may meet from time to time &s
often as occasion shall require on the business of the said corpo-
ration, and aot lesB than once in every three months; and they

number president of the board, whose duty it shall be to preside
