464 CECIL COUNTY. [A.RT.S.

districts number three, five, six and seven; three justices of the
peace and two constables; for the remaining districts, two justices
of the peace and two constables for each district.

NdKTH EAST.

114. The citizens of the village of North East in Cecil county
are a body politic by the name of " The President and Com-
missioners of the Tillage of North East," and by their corporate
name may sue and be sued, grant, receive and do all other acts
as natural persons; may purchase and hold real, personal and
mixed property, and dispose of the same for the benefit of said
village, and may have and use a common seal, which may be
broken and altered at pleasure.

115. All free white male citizens of said village above the
age of twenty-one years who shall have been bona fide residents
thereof during the space of six months, and shall have resided
twelve months in the State next preceding the election, shall,
on the third Monday in March annually, at the town hall in
said village, elect five judicious and discreet persons, who shall
have resided within the limits of said village for at least twelve
months next preceding the election, commissioners for said
village.

116. All such elections shall-be conducted as shall be from time
to time directed by the by-laws of the corporation, not incon-
sistent with the laws of the State.

117. Every commissioner so elected shall, before he enters
upon the duties of his office, take an oath before some justice of
the peace of the county that he will diligently and faithfully,
according to the best of his judgment, perform the duties of a
commissioner of the said village, without favor, partiality or pre-
judice, and a certificate of such qualification shall be made and
returned by said justice to the said commissionera, to he filed
and recorded among their proceedings.

118. If any of the said commissioners shall die, resign, or remove
from the said village, or be otherwise disqualified during the year
for which he may be elected, an election to fill the vacancy shall
be held, at which all persons qualified as hereinbefore mentioned
shall be entitled to vote.
