church and school-house lot, including the Presbyterian church
property.

125. The burgess and commissioners may, with the written
consent of the owners thereof, include any other adjoining pro-
perty within the limits of the town, but they shall not exclude
any property from the limits of the town, now or hereafter in-
cluded therein.

_ 126. The owners of taxable property in New Windsor living
in Can-oil county, and all persons who have resided in said town
six months, and are qualified to vote for delegates to the General
Assembly, shall, on the first Monday in May, annually, elect, by
ballot, a burgess and not less than three nor more than five com-
missioners, who shall be lot holders in said town, and shall have
resided therein twelve months, and are qualified to vote at said
election.

127. All elections shall be conducted as the corporation by their
by-laws may direct.

128. The persons who shall receive the highest number of votes
for the offices of burgess and commissioners, respectively, shall be
declared duly elected, and if at any election for burgess and com-
missioners, any two or more persons shall have an equal number
of votes, another election shall be held after not less than ten
days' notice, and so on, until a choice is made.

129. The burgess and commissioners shall qualify as such, by
taking an oath before some justice of the peace for said county,
to discharge the duties of their respective offices, according to the
best of their skill and judgment, without fear, favor, partiality
or prejudice, and a copy of such oath shall be recorded by their
clerk.

130. The burgess and commissioners shall meet as often as
the business of the town may require, and not less than once in
three months, and the burgess shall preside at all meetings, and
have the privilege of the casting vote only; in his absence the
oldest commissioner present shall preside, subject to the same
restrictions.

131. If any vacancy occur by any means in the office of
burgess or commissioners, the same shall be filled by a new
