110. The mayor and common council may, whenever they
think the public interest requires it, cause an assessment to be:

made of all the property in said city which is subject to assess-
ment for county or State taxes; and they may prescribe the
manner in which such assessment shall be made, and provide
for adjusting all differences in relation to such assessment, and
do all other things necessary for making such assessment.

111. They may pass ordinances for the appointment of one or
more assessors, to prescribe their duties, and provide a suitable
compensation for them.

112. No land within said city, not fronting on any street, shall
be taxed on more than one acre thereof and the value of im-
provements on such land.

113. The assessment heretofore made, or made under any or-
dinance passed by the said corporation, shall be chargeable with
taxes levied for the use of the corporation; and the mayor and
common council may provide, by ordinance, for the increase or
abatement of any erroneous assessment.

114. The mayor and common council may provide, by ordi-
nance, for the appointment of one or more collectors of tax;

may prescribe their duties, the character and amount of bond
•which such collectors shall give for the faithful performance of
their duty; and may provide for the prompt payment of the tax
herein authorized to be levied, and to enforce by distress or
otherwise the payment of the same, after such time as may be
fixed by ordinance for the payment thereof.

115. They may levy a tax on the property assessed in said city
not exceeding ten cents in every hundred dollars of the assessed
value thereof.

116. The mayor, by "and with the advice and consent of the
common council, may appoint a bailiff or bailiffs, not exceeding
three, who, within the limits of said city, shall have all the powers
of constables; and also a clerk, and the clerk shall have each
powers, and the bailiffs and clerk and the collectors shall receive
such compensation, as shall be fixed by ordinance.

117. The clerk and bailiffs and collectors shall respectively
give bond with security in such penalty as shall be prescribed
