burdens on the streets of said city, not to affect persons hauling
produce to the said city.
864. They shall have power to pass ordinances regulating the
limits within which it shall be lawful to erect steps, porticoes,
bulk windows, or other architectural ornaments to houses front-
ing on any of the streets, lanes or alleys of said city.
SUBVETOB.
865. The mayor and city council shall prescribe by ordinance
the duties and compensation of the surveyor.
TAXES AND LOANS.
866. The mayor and city council may, for the purpose of pro.
moting or effecting any great or permanent improvement, issue
stock in certificates of an amount not less than one hundred
dollars each, transferable only in person or by letter of attorney,
in books to be kept for that purpose in the office of the register
of the city; or may borrow money on the credit of the corpora-
tion; Provided, the amount of stock so created and issued, or
money borrowed, shall at no one time exceed one million of
dollars, exclusive of all debts created under special acts of
Assembly for the purposes in the said acts specified.
867. They may levy upon the assessable property within the
city, and collect by tax-, any sum which may be necessary to
pay and discharge the principal and interest of any loan which
may heretofore have been obtained, or which may hereafter be
obtained, by said corporation, according to law.
868*. They may endorse the bonds of the Northern Central
Eailway Company, payable at such periods as may be agreed
upon between the said company and the said mayor and city
council, and bearing interest at the rate of six per cent. per
annum; Provided, however, that before the said endorsement
shall be made, the said railway company shall execute to the
said mayor and city council a mortgage to secure the payment
of the said bonds at maturity and of the interest thereupon in
the mean time.
869*. The mayor and city council of Baltimore shall be au-
