825. When said bond is inspected by the judges of said court,
an'd is deemed good and sufficient, and is so certified, the same
shall be forthwith entered among the proceedings of said court,
and sent to the Comptroller for his approval, and when said bond
shall be approved by the Comptroller, he shall forthwith make a
certificate of the fact of such approval and send the said certifi-
cate to. the judges of said Orphans' Court, and the same shall be
entered among the proceedings of the court.

826. A refusal or neglect on the part of said Register to give
bond, to be approved and recorded as aforesaid within the time
prescribed, shall be deemed a disqualification within the meaning
of the Constitution, and thereupon hi» place shall be filled accord-
ing to the provisions of the fourteenth and eighteenth sections
of the fourth article of the Constitution, and subject to the term
and service therein prescribed.

SCHOOLS.

827. The mayor and city council shall have power to establish
public schools within said city, and levy and collect such taxes
for the support thereof as may be necessary; Provided, said
taxes be not levied upon any property by law exempt from
taxation.

828. The Treasurer of Maryland shall annually pay to the
mayor and city council such portion of the school fund of the
State as said city may be entitled to.

829. The Orphans' Court of said city shall order and direct
the funds arising from intestates' estates that may be adminis-
tered upon in said court, and which remain undistributed for
want of legal representatives of the intestates to claim the same,
to be paid to the board of commissioners of public schools.

830. The court shall not make such order until they shall be
satisfied that the intestate left no legal representatives living at
the time of his or her death, and they shall cause the adminis-
trator of such intestates to give notice, by advertisement to bo
inserted for such periods of time and in newspapers published in
such places as they may deem necessary, that upon the default
of tie appearance of any legal representative of the intestate,
by a certain day to be fixed by the court, and named in saie
