726. No officer, non-commissioned officer, private or musician
of the militia, in his attendance at, going to or returning from
muster, shall be subject to arrest for any civil matter, nor shall
his military equipments be subject to distress, attachment or exe-
cution for debt.
727. If any officer, non-commissioned officer, private or
musician, who may have provided himself with uniform and
arms, or who hath been uniformed in pursuance of this law, or
who hath received arms the property of the State, shall appear
on parade at any of the meetings prescribed in this article
without uniform or arms, he shall be fined a sum not exceeding
twenty dollars, in the discretion of such court martial as the
case may require.
728. It shall bo the duty of the commanding officer of each
company district making the enrolment as directed herein-
before, to take a list of each person in his district who is con-
scientiously scrupulous of bearing arms, that shall come to his
knowledge, and return the same to the commanding officer of his
regiment on or before the first day of October in each year, and
the commanding officer of the regiment shall make out two lists
thereof, including also all persons who may otherwise come to his
knowledge, and who are conscientiously scrupulous within his
district, one of which ho shall retain and the other deliver on or
before the last day of December in each year to the collector of
fines of the division, and the said collector shall call on every
person who shall be exempt from the performance of militia duty
and also from payment of the fines imposed by this law;
Provided, each and every such person shall produce to the said
collector a certificate of the clergyman, or other person author-
ized to give the same, of the congregation to which he belongs,
that he is conscientiously scrupulous as aforesaid, and shall also
produce a certificate showing the payment of the sum of seven
dollars to the use of either of the dispensaries of Baltimore, or
shall pay to said collector the sum of five dollars for each and
every year; and if any officer shall neglect or refuse to cbmply
with any of the provisions of this section as required of him, he
shall be fined a sum riot exceeding twenty dollars, in the dis-
cretion of such court martial as the case may require.
729. If any officer, non-commissioned officer, private or
musician shall think himself injured by the commanding officer
of his regiment, and shall upon the application made to his com-
