owner therefor the sum of fifteen cents for every month after
the said six months.

544*. In the absence of the wharfinger, the lessee of each ware-
house shall have charge and control of the wharf in front of his
warehouse so far as relates to the landing of wood or other
materials to the exclusion of tobacco; and any master or owner
of any vessel lying at a wharf in front of such warehouse not
having tobacco on deck, who shall refuse to remove his vessel
upon the request of such lessee or his clerk, in order that a vessel
having tobacco on board may have the privilege of landing the
same, shall pay a fine of not less than five nor more than twenty
dollars, to be recovered before any justice of the peace for said
city, for the use of the tobacco fund.

545*. In case of the absence, sickness or any other disability
of the inspector of any warehouse, the commissioners shall
appoint any one of the clerks of the lessee of said warehouse to
act as inspector until his return, recovery or removal of the dis-
ability; and the person so appointed shall qualify under oath as
all other appointees, and shall receive, for the time he is so
employed, such compensation as the commissioners shall deter-
mine, not exceeding in proportion the salary of the inspector;

and if such absence on the part of the inspector be wilful, and be
so certified by the commisBioners to the Comptroller, such propor-
tionate compensation to the said clerk shall be paid out of the
salary of the inspector so wilfully absenting himself.

546*. A majority of the tobacco commissioners shall be a
quorum for the transaction of business; and any vacancy in their
number during the recess of the Legislature shall bo filled by the
remaining commissioners.

' 547*. Whenever the lease of any lessee of any of said ware-
houses shall expire, such lessee shall deliver up the warehouse
and its appurtenances, with all books and papers relating to the
business of such warehouse, to the said commissioners or their
order, and they may sue for and recover the same in the name
of the State.

548*. Every lessee shall be entitled to the outage and storage
on all tobacco inspected in his warehouse and ready for ship-
ment remaining on hand at the time of the expiration of his
lease.
