158 CITY OF BALTIMORE. [ART. 4.

38. They shall keep a book, in which shall be entered the
minutes of their proceedings, and the certificate of each trustee
having taken and subscribed the oath mentioned in the preceding
section.

89. When the said trustees, or a majority of them, or any
four, shall have taken and subscribed the said oath, they shall
be qualified and competent to perform all the duties of trustees.

40. They, or a majority of them, shall have power to appoint
all such officers, clerks, agents and servants as they may think
necessary, and at their pleasure to remove and discharge the
same

41. They shall fix and prescribe the duties of all such officers,
clerks, agents and servants, and fix and determine their com-
pensation.

42. They may admit into the alms-house and receive under
their care, in addition to those paupers which the laws of this
State authorize or require, such indigent or distressed persona
as in their opinion the dictates of humanity or particular circum-
stances render proper or necessary.

48. They shall prescribe, provide for, and direct all matters
relating to the support, treatment and employment of all
paupers, vagrants and other persona in the alms-house, or any
other place under their care and charge.

44. They shall procure, or erect and use all such machinery,
materials and implements as they shall think proper or neces-
sary for any purpose connected with their duties or the exercise
of the powers vested in them. .

45. They may make, amend, alter and repeal all such by-laws
as shall be necessary to carry into full effect all the powers,
authorities and duties vested in or required of them; Provided,
such by-laws be not contrary to law.

46. They may appoint a purveyor of provisions to said alms-
house, whose duty it shall be to provide and furnish provisions
to said alms-house under the direction of said trustees, to
whom he shall annually return a statement or account of his
