18. All vacancies in the city council shall be filled without delay
from the ward or wards in which such vacancy occurs, in such
manner as has been or may be directed by ordinance.
19. The judges of election shall, within three days after an
election of members of the first branch, notify to the persons
having the greatest number of legal votes' in their respective
wards that they are duly elected, and the said judges shall make
the return of all elections for mayor and members of the city
council and deposit their polls as directed by ordinance of the
corporation.
20. The city council shall meet on the first Monday in January
in each year, but the mayor may summon them to convene
whenever and as often as it may appear to him that the public
good may require their deliberation; two-thirds of each branch
shall be a quorum to do business, but a smaller number may ad-
journ from day to day.
21. They may compel the attendance of absent members, in
such manner and under such penalties as they may by ordinance
provide; they shall appoint their respective presidents, who shall
preside at all their sessions and shall vote on all questions.
22. They shall judge of the elections, returns and qualifica-
tions of their own members, and may, with the concurrence of
three-fourths of the whole, expel any member for disorderly
behavior or malconduct in office, but not a second time for the
same cause.
23. They shall settle their rules of procedure, appoint their
own officers, regulate their respective fees, and remove them at
pleasure; they shall keep a journal of their proceedings, and
enter the yeas and nays on any question, resolve or ordinance, at
the request of any member, and their deliberations shall be public.
24. They shall ascertain by ordinance the compensation for
their services, which shall not be increased during their continu-
ance in office.
25. The mayor and city council may pass ordinances regulating
the manner of appointing persons to office under the corporation,
which they are or may be authorized by law to appoint, but un-
less such ordinances be passed the mayor shall nominate, and, by
