456 NEGROES. [ART. 66.

the Superior Court of Baltimore city, if it clear from said
city; said certificate to have a description of said negro, his
name, age, place of birth, height, color and residence; any
such master or officer shall incur a penalty of one thousand
dollars, to be recovered by action of debt in any Circuit Court
of this State or the Superior Court of Baltimore city, one-half
to the use of the State, and the other half to the person who
shall sue for the same.

34. The clerk granting such certificate shall keep a register
and description of all applicants receiving such certificates, and
shall be entitled to receive one dollar for each person who may
apply to inspect said register.

35. Every master of said vessel shall keep a register and
description of each negro received on board his vessel, which he
shall exhibit to any person applying to see the same, and shall
give every facility of search, under the penalty of one hundred
dollars for each refusal, to be recovered by action of debt in the
Circuit Court for the county or the Superior Court of Baltimore
city, as the case may be.

36. It shall not be lawful for any slave to be transported on
any rail road chartered by this State, or any steamboat, tow boat
or other vessel navigating the waters of this State, without a
permission in writing from the owner of such slave, under the
penalty of five hundred dollars for every violation of this section,
to be recovered in the name of the State, from the president,
directors and company of said rail road, or the owners or captain
of said steamboat, tow boat, or other vessel, as the case may be,
by action of debt in any of the courts of law of this State, one-
half whereof shall be for the use of the State.

37. If any slave shall escape from his owner or owners, by
being transported on said rail roads, or in said steamboats,
tow boats or other vessels, the master or owner thereof shall
and may recover the value of such slave from the president,
directors and company of said rail road, or the owners and
captain of said steamboat, tow boat or other vessel, as the case
may be, by action of debt in any of the courts of law in this
State.
