or license from the owner or possessor thereof first had and
obtained, shall, for every such offence, forfeit and pay to the
party grieved the sum of five dollars, to be recovered before a
justice of the peace in the name of the State: this section not to
apply to Dorchester county.

HORSE STEALING.

68. Every person convicted of feloniously stealing, taking and
carrying away any horse, mare, gelding, colt, ass, or mule, or as
accessory thereto before or after the fact, shall restore the horse,
mare, or animal stolen, to the owner thereof, or shall pay to him
the full value thereof, and shall be sentenced to the penitentiary
for not less than two nor more than fourteen years.

IMPORTING CONVICTS OR SLAVES.

69. Every commanding officer, captain, or master of any vessel,
who shall be convicted of wilfully importing in the same into this
State from any foreign country, and not any part of the United
States, any felon or convict, or any slave, knowing him to be
such; and every person convicted of bringing into this State by
land or water, any negro from any foreign country not a part of
the United States, with intent to sell and dispose of such negro
within this State, as a slave, shall be sentenced to the penitentiary
for not less than eighteen months nor more than five years.

70. No citizen of any State, district, or territory, or the agent
of any State, district, or territory in the United States, or any
citizen of this State, shall import or bring into this State by land
or water, any slave for life or for a term of years, for sale or to
reside within this State, who shall have been convicted of any
crime for which exportation from such State, district, or territory
shall be the punishment; and any person so offending, on convic-
tion, shall be subject to a penalty for each slave of not less than
one hundred dollars, nor more than three hundred dollars; one-half
of which shall go to the informer, and the other half to the State.
And the informer is hereby declared to be a competent witness.

71. No citizen included in the preceding section, shall know-
ingly hold as property in this State, any slave for life or for a
term of years, who shall have been convicted of any crime in any
other State, district or territory in the United States, for which
exportation from such State, district or territory, shall have been
